Job Description – Chief Sewage Treatment Plant Operator – Type Plant 4A
GENERAL STATEMENT OF DUTIES: Has responsible charge of the complete and actual operation of a sewage treatment plant; does related work as required.
DISTINGUISHING FEATURES OF THE CLASS: This is an important supervisory and technical position involving responsibility for the safe and efficient operation and maintenance of a Type 4A Sewage Treatment Plant with facilities for the activated sludge process (including all modifications). General direction is received from the appointing authority but wide leeway is allowed for planning work methods and dealing with emergency conditions. Supervision is exercised over operator trainees, laboratory personnel and mechanical and maintenance assistants.
TYPICAL WORK ACTIVITIES:
Supervises the operation of the plant to assure the most efficient and economical use of equipment, supplies and manpower;
Makes daily inspection of plant and plant machinery;
Makes ore supervises necessary tests for control of plant operations;
Supervises the treatment and disposal of sludge;
Supervises the maintenance and repair of machinery;
Assigns plant personnel to shifts;
Instructs and supervises operators, trainees, and other subordinate employees;
Maintains inventory of supplies, chemicals and equipment;
Maintains records and prepares periodic reports on the operation of the plant.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Thorough knowledge of the practices used and equipment required in the operation and maintenance of a Type A Sewage Treatment Plant with facilities for the activated sludge process (including all modifications); good knowledge of the operations of a modern sewage treatment plant; good knowledge of the principles and applications of physics, chemistry and bacteriology as applied to sewage treatment and disposal; ability to supervise the operation and repair of pumps, valves and related mechanical and electrical equipment; ability to make routine laboratory and field tests for control of plant operation; ability to plan and supervise the work of subordinates; mechanical aptitude; alertness and dependability; physical condition commensurate with the demands of the position.
- Type 4A Plant – when the designated capacity exceeds 1.5 million gallons per day:
- Graduation from a regionally accredited or New York State registered four (4) year college with a Bachelor of Science degree; OR
- Eligibility for a professional engineer’s license issued by the State of New York and possession at the time of permanent appointment; OR
- Graduation from a regionally accredited or New York State registered two (2) year college with an associate degree in applied science and five (5) years of satisfactory experience in the actual operation of a sewage treatment plant with facilities for the activated sludge process; OR
- Graduation from a senior high school or possession of a New York State Equivalency diploma and 10 years of approved experience described in (3) above; AND
- Satisfactory completion of an appropriate course of instruction approved by the Commissioner, Department of Environmental Conservation; AND
- At least one (1) year of satisfactory experience in the actual operation of a sewage treatment plant with facilities for the activated sludge process of any similar process.
*If the curriculum is approved by the Commissioner, Department of Environmental Conservation, the experience requirement may be reduced by a half to two and one –half years.
- Type A Plant – when the designated capacity is less than 0.1 to 1.5 million gallons per day:
Graduation from high school or possession of a New York State high school equivalency diploma; completion of an appropriate course of instruction approved by the Commissioner, Department of Environmental Conservation; not less than three(3) months of satisfactory experience in the actual operation of a sewage treatment plant with facilities for the activated sludge process or any similar process.
- Type 4A Plant when the designated capacity exceeds 1.5 million gallons per day:
Eligibility for a Grade 4-A certificate issued under the provisions of Title VI, Section 650, New York Codes, Rules and Regulations (NYCRR). Possession of the certificate at the time of appointment or eligibility to take exam within 12 months of appointment.
Job Description – Public Works Supervisor
DISTINGUISHING FEATURES OF THE CLASS: An employee in this class will have responsibility for construction, maintenance and extension of streets and roads. In addition, the employee will be responsible for one or more of the following municipal services or activities: water distribution; storm and sanitary sewer maintenance; trash collection; parks and playgrounds. The work is carried out in accordance with policies and procedures formulated by the Village Board of Trustees, permitting wide leeway for the exercise of independent judgment in the planning and coordination of the details of the work. Supervision is exercised over the working supervisor and other employees in the Department of Public Works. Does related work as required.
TYPICAL WORK ACTIVITIES:
Supervises the construction, extension, repair and maintenance of streets and roads under plans drawn by
the Village contracted engineers;
Supervises the maintenance and extension of storm and sanitary sewer and water lines;
Directs the removal of snow and ice from streets and roads;
Supervises the care and maintenance of parks and playgrounds;
Makes recommendations to the Village Administrator, Mayor and Village Board of Trustees regarding major projects and need for materials, equipment and manpower;
Keeps records of department activities and prepares reports.
Does related work as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Through knowledge of the principles, practices and equipment used in the construction and maintenance of streets, sidewalks, sewers and related public works activities; demonstrated ability to plan, organize and supervise the work of others; ability to secure the cooperation of subordinates; ability to prepare progress and activity records and reports; dependability; initiative and resourcefulness; leadership; good judgment; tact and courtesy; physical condition commensurate with the demands of the position.
Promotional: Three (3) years of permanent noncompetitive class status as a Working Supervisor, Mechanic II or Motor Equipment Operator.
Open Competitive: Graduation from high school or possession of a high school equivalency diploma and six (6) years of experience in maintenance or repair of streets, sewers, water distribution systems or related public works activities.
Possession of a New York State Drivers license at time of appointment and during service in this classification.
Possession of a Class D Water license issued by New York State within one (1) year of appointment.

Statement Regarding Shared Police Facility
During the May 23rd village board meeting, Mayor Landis provided a presentation which analyzed the costs and benefits of a shared police station with the City of Dunkirk. After careful consideration, the Mayor and the Board of Trustees, have decided not to pursue a joint facility at this time. Mayor Landis’ full statement can be read by downloading the file below
