~ 171-1. License required to distribute or post handbills.

  The village shall require a license for the purpose of distributing and posting bills within the limits of the village, and it shall be unlawful for any person without a license from the Board of Trustees to distribute or post any bills within the corporate limits of the village except as hereinafter provided.

~ 171-2. Licensing fees; exceptions.

  A license shall be granted to a village bill poster and distributor upon payment of a license fee as set by resolution of the Board of Trustees,[1] on the following conditions:

          A.     The prices for doing the above work shall not exceed the fees as set by resolution of the Board of Trustees.[2]

          B.     No restriction shall be placed on any home merchant or taxpayer from hiring whom he chooses to do his own distributing.

~ 171-3. Revocation of license; refund.

  This license can be revoked at any time the Board of Trustees deems advisable by paying back to said bill poster any sum due him out of the license fee for the unexpired time.

~ 171-4. Effective date of license.

  This license shall take effect immediately on payment of the license fee.

~ 171-5. Penalties for offenses.

  Any violation of this chapter shall be punishable, upon conviction, by a maximum fine of two hundred fifty dollars ($250.) or imprisonment for not more than fifteen (15) days, or both.
